Once you follow the link there is a "Download" button up the top of the page on the right.

It works for me, but I have a Dropbox account.

I just signed out of my DropBox Account and tried it.

It took me to the pdf and allowed me to download it.

If someone who doesn't have a DropBox Account could please try it & let me know it will be appreciated.
