WB panel van ...can it become earlier model?
My limited knowledge of holden vans is of HKTG only. I have an opportunity to buy a WB, but would prefer an earlier model due to appearance, and ,I expect, less regulations regarding engine swaps.
Will earlier front sheet metal fit to a WB? Would modifications be required to change to earlier tail lights?
Has anyone here done this?

Yes, yes & yes.
Mike's bronze colour Van is just that.
I think that is at least 1 other on here as well.
Check through the My Van section.

Here's the link: https://majesticvanners.forumotion.com/t1390-my-hx-panelvan
It's says HX but is WB if you read through the thread.
Ps. WB used metric threads. Earlier ones used imperial.

Re: WB panel van ...can it become earlier model?
As for tail lights they bolt in, many of the well known show vans of the past upgraded to the classier WB tail lights, Jade, Van Rat and Buccaneer to name a few. I think fitting earlier tail lights to a WB would make the vehicle illegal, as earlier model tail lights are recessed into the body so they run the side marker lights too, WB's stuck out and deleted the side marker lights. So if you fit early model lights to a WB, you have no side marker lights.

Rob is correct if you wish to fit the classic better looking H series tail lights you will need to to fit side markers to be legal .

Re: WB panel van ...can it become earlier model?
As far as registration is concerned if it has WB chassis number - it's a WB. So the engine must comply.
Using a WB Body on an older chassis is the answer.
Mike's and Andrew's build appear the be just that (WB Shell with an older chassis).
